J. Scott Horn, President, PG, CHMM, LSRP, CMC
J. Scott Horn, President

As President and Chief Operating Officer, Mr. Horn is responsible for client relations and quality assurance of all the company’s projects.  He has experience in environmental engineering, cultural resource evaluation, geotechnical and industrial hygiene disciplines spanning over 30 years.  He is a Licensed Site Remediation Professional (LSRP) in the State of New Jersey and is licensed as a Professional Geologist in the States of Pennsylvania, Delaware, Virginia and Tennessee; a Certified Hazardous Materials Manager (CHMM) accredited by the Institute of Hazardous Materials Management and is a Certified Microbial Consultant (CMC) accredited by the American Indoor Air Quality Council (AIAQC).

As Chief Executive Officer of the firm, Ms. Horn is responsible for the overall business management and administration of Acer including contract negotiations, company insurance, all subcontract administration, payroll management, accounting and benefit management.  Ms. Horn is responsible for the preparation of financial reports, tax reporting, subcontractor approval, employee compensation approval, insurance compliance and management of the employee benefit program.  She manages the accounts receivable and accounts payable departments, and controls all financial reporting.

Matthew J. DePalma, Vice President

As Vice President, Mr. DePalma's responsibilities include ensuring quality assurance/quality control, providing technical guidance, performing regulatory and analytical interpretation, instituting time management controls, and the oversight of daily operations.  Mr. DePalma also serves as ACER’s lead marketing strategist and maintains relationships with clients and vendors.

Vincent Krisak III, Operations Manager
Vincent Krisak III, Operations Manager

Mr. Krisak is the Operations Manager for Acer Associates, LLC.  He has 11 years of experience performing Environmental Investigations, Remediation and Project Management.  Mr. Krisak has conducted and supervised subsurface investigations and excavations in New Jersey, New York, Maryland, Delaware, Virginia, West Virginia, and Pennsylvania.  He has extensive experience performing NEPA assessments, environmental site assessments, oversight of underground storage tank removal projects, soil and groundwater investigations, installation of monitoring wells, slug tests, pump tests, geotechnical subsurface investigations, excavations & site preparation, and remedial designs.  

Jody DeMarco, P.E.
Jody DeMarco, PE

Mr. DeMarco is the principal engineer for Acer and oversees all engineering projects.  He has more than twenty-four (24) years of civil and structural engineering experience.  Mr. DeMarco performs engineering investigations, inspections and provides expert testimony in the analysis of various types of failures including personal injury and property damage involving civil and structural components.

Edward Otter, PhD, Director of Archaeology

Dr. Edward Otter is the principal archaeologist at Acer Associates. Dr. Otter is responsible for managing all archaeological services.  He oversees all research, reporting, and field investigation operations.  Dr. Otter has extensive experience providing archaeological services ranging from document based historical studies of past land use to complete Phase III archaeological studies. For government agencies, private development firms, telecommunication carriers, engineers, and lenders.

Sandra M. Hitchens, Architectural Historian

Ms. Hitchens is the principal Architectural Historian at Acer Associates.  Ms. Hitchens has over 25 years of experience working on Historic Preservation evaluation and construction projects in the fields of architectural evaluation and renovations of historic structures.  She has 15 years of experience working on projects including the renovation of historic structures and over 12 years of experience conducting research, evaluations, and effects determination on over 1,000 telecommunications projects.  Ms. Hitchens has participated in the evaluation and planning of many historic properties.
