In New Jersey, sites where soil, groundwater or air contamination surpasses the state quality standards are governed by the Site Remediation Reform Act (SRRA) (N.J.S.A 58:10C-1 et seq.). Under this law, property owners are required to conduct a remedial investigation or cleanup when contamination is confirmed.

The state has implemented a licensing program to enable private environmental professionals to support property owners through the regulatory process. A Licensed Site Remediation Professional (LSRP) supervises all phases of remediation—from Preliminary Assessment (PA) to Site Investigation (SI), Remedial Investigation (RI) and Remedial Action (RA). Upon completion of these activities, the LSRP issues a Response Action Outcome (RAO), which documents and approves the final remedial action.
